Before that, such a council had been established in Tehran, Isfahan, Mashhad, Tabriz, and Shiraz. The governor of Karaj, who was also the mayor and quite authoritative, invited all the commerce for an election. At that time, I was active in syndicate activities, but nobody knew I had also become a candidate for the presidency; my competitor was Mr. Mahmoud Kamali, well-known and respected person. The election was held in the backyard of the governor&#8217;s office; a president and a board of four members were to be elected. Each of the various commerce unions had one vote, cast by their president. In the end, I received 60% of the votes, and Kamali got 40%; the officials were surprised by this outcome.\u00a0<\/p><p>The governor gave a speech, claiming a mistake had been made and a re-vote was necessary; some of the city&#8217;s elders who were against me agreed. I told the governor to document this result before nullifying it; he said it wasn&#8217;t necessary. They threw the votes into a water canal and re-voted. This time, I received 70% of the votes. The result was documented, but the governor did not sign; he didn&#8217;t want me elected. We signed the minutes ourselves and proceeded with our work, regardless of whether the governor and other officials signed. We rented a place, put up a sign, and started the board; we began our work. On the 4th of Aban, the Shah&#8217;s birthday, a grand celebration was held in the main square. Mr. Arsanjani, a member of Parliament, gave a speech. After his speech, I took the opportunity to speak; I went to the microphone and said, &#8220;Gentlemen know that merchants are beloved by God; now, these beloved ones of Karaj have rented a house and established the Supreme Council of commerce; we invite you to attend the opening.&#8221; We had already prepared the preliminaries, flags, ribbons, and scissors. The heads of departments and others didn&#8217;t know what was happening; they all headed towards the Supreme Council of commerce on Daneshkadeh Street. Mr. Arsanjani, on the way, said to me, &#8220;You are quite something, putting everyone in a tight spot.&#8221; In short, they came, we handed the scissors to Arsanjani, and the Supreme Council of commerce was inaugurated; we distributed sweets, everyone left, and we started our work. I stayed there until 1969; that year, I planned to become a member of the city council and the Supreme Council of the Municipality; that&#8217;s why I resigned and left. It was dissolved; there was no one to manage it. The law allowed the municipality to handle the commerces&#8217; work because we were not officially recognized. Despite sending the bylaws and charter for registration, I was unsuccessful; security authorities and the governor needed to approve, which they hadn&#8217;t. Nonetheless, as long as I was there, we carried out our work; the municipality was supposed to issue business licenses, but we managed other tasks ourselves.
